PORTSMOUTH - William Richard ``Rick'' Klugh, 48, passed away June 13, 2003 at home in Virginia Beach. He was a native of Portsmouth and longtime resident of Connecticut, where he owned and operated a security service.

He is survived by his wife, Julie Klugh of Watsontown, Pa.; three children, daughters, Jennifer of Shelton, Conn., and Sarah of West Haven, Conn., and one son, Stephan of Watsontown; a brother, Lonnie K. Klugh; sisters, Emma J. Lusignan of Leicester, Mass., Mary A. Berryhill of Suffolk, Dorothy L. Watson of Windsor and Shirley K. Aston of Carrollton; and many other family members and friends.

A memorial service will be held on Wednesday at 3 p.m. at First Lutheran Church of Portsmouth, 600 King Street, by Pastor Larry Ugarte.
